That was what I assumed too but it is incorrect. raising it 60 inches is 90 
degrees but in fact it is rise over 1. Thus a rise of one over a run of 1 = 1. 
this is 45 degrees. Raising it all 60 inches gives you a rise over run of 60 
over 0. The mathematicians can tell you what that would be expressed in 
percentages but my mathematics does not extend to that level of sophistication. 

Dan is correct.

Actually to be absolutely correct on something as short as a treadmill of say 
60 inches you cannot really use the length of the treadmill as your run. As Dan 
pointed out the length of the treadmill is the hypotenuse so, as you raise one 
end you are actually shortening the run. For practical purposes this is 
negligible at 14%.

Something like the slope on a mile of highway where the hypotenuse is so close 
to the run you can, for all practical purposes take both measures to be the 
same.
