Having recently dealt with a similar delightful problem, I have to speculate 
that your leak, since it is only active when the toilet is flushing, may be 
related to the rubber thingy, I'll call it a cup, which comes between the tank 
and the bowl and sends the water from the tank to the bowl.  Between flushes, 
the flapper would keep water from dripping.  If this is correct, you will have 
to drain the tank completely, remove it, and replace that central rubber ring.  
While there, I'd recommend replacing the two side washers as well.  Written on 
the tank either on the inside near the top or on the outside, is the brand and 
model number.  Call plumbing suppliers until you find one handling that brand 
of toilet and they can look up replacement parts and how obtainable they are.  
I carelessly smashed the top of the tank on mine while fixing the constant leak 
resulting from the rubber washer on one of the two bolts holding it together.  
I had to replace the whole tank as this cost less than replacing the broken 
cover.  All told, it cost about $70 for a new tank complete with new innards 
and all the parts needed to attach it.  This proved considerably cheaper than 
replacing the entire toilet unit though I had a devil of a time getting the 
corroded bolt with the rotted rubber washer off.  
Oh, I should add you may have to call several plumbing suppliers for the 
appropriate parts.  We had to drive down to Gainesville, about 45 miles, to get 
what we needed.  As always when making a trip using that much gas, we clustered 
together a number of errands to help justify the cost of the trip.  (Gas was 
close to $4 a U.S. gallon at that time.)
