new question on RE: [BlindHandyMan] toilett

I have a leak. When I flush, the toilet leaks straight down the bolt that 
keeps the tank onto the seat back.
Am I right thinking if I can release it, I should put in new rubber 
washers?
Why only when it is flushing?
