I think you will find that the burner shut-off and the fan control is not the function of the thermostat but of sensors in the plenum of the furnace itself.
The thermostat should not call for heat until the temperature drops below the setting. The fire goes off at a temperature determined by the sensors in the plenum. I leave my fan running all of the time partly because the on-off cycle bugs me more than the constant background noise, partly because my fresh air heat recovery system dumps into the cold air return and therefore depends on the fan to circulate fresh air through the house, because it keeps pulling air through the filter and partly because this helps keep convection from layering the air and thus the temperature keeping the temperature more even. To some extent this also depends on how high the thermostat is mounted on the wall. Mine is actually probably a little too high, around five feet. This isn't bad when you are standing or moving about but when seated, you are generally well below five feet high so, as air layers and the cooler air is down where you are sitting you will be cool before the thermostat feels it. I too am happy with my Talking Thermostat, I seem to have misplaced the CD though and can never remember how to make it stop warning me to change my filter or call for service.
