I'd call around and see how much a structural engineer would cost to come out and find a solution as to what's going on with your problem with the cement slab allowing the water to seep upwards. Ripping back the rug and applying a sealer in my opinion just isn't going to work. I'd say, the first thing you've got to do, is to direct the water around your house away elsewhere. Look into French drains.
