another option you can do is put crushed stone around the foundation and slope towards the way where the drain is. I am finishing up a house and that's what we did when we built the foundation. We put crushed stone around the outside of the foundation and sloped it so that water would run off.

Ripping back the rug and applying a sealer in my opinion just isn't going to work. I'd say, the first thing you've got to do, is to direct the water around your house away elsewhere.
