rita, Here in California, one would also contact the state Contractor's licensing board and file a complaint against the contractor. Presumably what ever state you're in has a similar government authority. If, one hopes, the guy is a licensed bonded contractor in that state, the threat of loss of license usually has some effect. If she went with an unlicensed contractor, then civil court is her only backup and good luck to her.
