They are glass lined, however over the years there is some major build-up inside. There is a rod, can't remember the composition, that is to neutralize the mineral build up. After about ten years the rod is gone. I saw one cut apart to make a waste oil burner. That thing was pretty slick. However the inside of the tank was disgusting. I don't think it will work for him. When he looks at the inside of an old tank I do believe he will quickly change his mind. Also is this a gas or electric heater? A gas might work better since the heating element will not be in direct contact with the fabric.
