A couple of questions:
Was your shower working the same before your new water heater was installed?
Can you describe the new heater? In particular what is the capacity if you know
it, if you do not then maybe you could describe it's size and shape, electric
or gas, that sort of thing.
It is possible that there is a shunt in the plumbing rerouting much of the
water supply from the cold through the hot system and shunting it back through
the water tank.I have seen this in shower mixers and in fact the sink in my
office has done this for some time now, the plant people think it is a shunt
created when they installed an eyewash station in the lab, they are waiting for
some special valves to come in to repair it.
My parents had that happen when the Sears installers put a shower in for them,
hot water was being shunted into the toilet tank.
