We discussed this at the Audio Working Group and reached a consensus :) I have a PR out to update the spec <https://github.com/WebAudio/web-speech-api/pull/157> and another one to update the explainer <https://github.com/WebAudio/web-speech-api/pull/159> with the changes. I believe this should cover the remaining issues.
