#174: Scroll spy in ticket view

Ticket view is rather complex and contains many (potentially long)
sections . It'd be nice to have
[http://twitter.github.com/bootstrap/javascript.html#scrollspy scroll spy]
indicator in sticky panel (i.e. always visible) in order to navigate to
any of them directly . This should only be activated if Javascript is
enabled in client browser .
