I like that suggestion.

The top right-area is better in my view for static information, like who
raised the ticket and when. I would like to stay away from the dropdown
for the section item, because it's an extra click and kind of defeats the
purpose of scrollspy. I also believe the Bottom ↓ selector would only be
helpful to get to the lowermost relevant element, which would be a
'section' anyway. Same for the Top ↑, so I would drop both of those.
I've attached a quick mockup of what my suggestion looks like.
Once this is implemented I believe we can also drop the [# Modify ↓] and
[# View ↑] links from the page.
