Fact is that the current navigation between sections is something I don't
like *ONCE* Javascript is enabled . Reasons are :
- The order may be hard to follow e.g. links to top skip
one section . Sometimes this makes me get lost and forget
the actual order
- I don't recall a single time I really used it mainly because ...
- ... they are too far e.g. View ↑ link below in comments feed
will be far away in long conversations .
*IF* Javascript is enabled (<= I insist) IMO they should be always
visible.
In order to make it generic , small and reusable in other contexts I was
thinking of having something like this to the right of Ticket #xxx h1
Top ↑ | Sections | Bottom ↓
and links to sections would be in a drop down under item in the middle
e.g.
Section
Overview
Attachments
Change history
Comment form
Modify ticket
In my thoughts , scrollspy mini-navbar is only visible when .affixed class
is set.

This solution could be provided as well to be used in wiki pages as an
alternative to wiki TOC macro . Indeed current TOC could be made sticky
with Scrollspy support like current Bootstrap docs (jftr version 2.1.0)
