A free software project doesn't have to take all, or even any, external patches.
Neither does an open source project.
Why should an open specification be any different?
Freedom is the right to use and share, not the right to force others to accept
your contributions.
I've sent in bug reports to the PDB regarding their specification, and those
changes weren't made.
(The only one I can remember now is that the x-ray resolution field was listed
as being a float value, when resolution was important - 1.0 and 1.00 are
different. The spec still says it's a Real(7.2) field but that proved
insufficient for my full round-trip testing, going through a native data type.)
