Possibly better would be to store the version number that was available
when the "Decline this version" was clicked so that when the new version
being reported is newer than that declined, the dialog will show up again.

As usual with these things, we'd want a "don't show this again" checkbox
(and probably clear this on each install,
so they get at least one notification per version)
