I built from the v7.8.1 tag earlier today - successfully to binaries only (I don't have the tools to build the installer), with only the usual number of compiler warnings under VS2013.
I didn't have time to test it, because the build machine was busy with other work, but I intend to explore the issues we discussed in https://lists.ssl.berkeley.edu/pipermail/boinc_alpha/2017-July/021908.html ('Starting BOINC from command line'), and see if I can reduce them down to an issue suitable for a bugfix now we've been alerted to the problem.
