.NET Core has no GUI development components so it could not be used. C# is basically Java with a few syntax changes. If you know C# you pretty much know Java too and vice versa. Java actually delivers on the cross-platform claim. I develop Java on Windows and deploy to Linux every day and have been doing that for 10 years.
