[~vinay] Yes, defer gc is not a big problem, but it result in gc test case
failed, so we had better fix it.
The new patch looks good to me, and it pass the GcLedgersTest test case now,
thanks Sijie.
TestHedwigHubRegular also failed in my dev box when I run it many times, if
it's irrelative we can create new JIRA to track it.
