That would be considerably more difficult, since it doesn't align very
well with DocBook's intrinsic support for footnotes. So for now, no.
You can already use macros for that purpose. Example:
[def __footnote_ref__ [footnote This is the text of that
footnote.]]
I'm writing along and here __footnote_ref__ is a footnote.
Of course, that usage requires the footnote text be defined before
it is referenced.
Scoped macros should be of help to avoid clashing footnotes
references. So, you can have:
[section A]
[def _1_ [footnote Text for footnote section A here.]]
I'm writing along and here _1_ is a footnote.
[endsect]
[section B]
[def _1_ [footnote Text for footnote section B here.]]
I'm writing along and here _1_ is a footnote.
[endsect]
IOTW, macros defined *inside* a section is only available
in that scope.
