Hi. That happened to me this weekend. Then I realized I hadn't launched
keysync. I have it set up so keysync doesn't run on startup.
Once  I launched Keysync, it worked.

I sure hope Andrew can help you out.  By your description you have
things set exactly as I have them here including the proper versions of
activesync and keysoyc as well as the partnership settings.  

Mine works and yours doesn't.  Certainly strange.
