Personally, I don't know about using a braille note on a test, but if we are
expected to take tests, especially post secondary that are administered via
computer than we should have some access to the testing and not be expected
to use a reader.  Obviously if the test is being given to others in a
printed format than a reader is a reasonable accommodation, but if
mainstream is using the computer to take the tests then we should be able to
do so also.

Mike, you still have the cheating factor as well as the fact that sighted
students are not allowed to use computers, calculators or PDAs for testing.
