It is perfectly normal for the pressure to rise for the reason JohnB stated.

If it truly is building to 10 bar when you're not pulling a shot, something 
else is amiss.

I had the same issue on my rotary pump machine when I got it  and was convinced 
something was wrong. The pressure increase however is totally normal and is 
caused by the water expanding in the water boiler when it is heated up. The 
water boiler is totally saturated (no air in it) so a small increase in volume 
by the water results in a large increase in pressure. Excess pressure if bled 
of via the OPV valve so nothing to worry about. The rise in pressure is mostly 
evident when starting up, as that is when the largest volume difference is 
going to show up, but you will notice it a minute or so after pulling any shots.
