Things got a bit crazier. The PID continues to bounce around and sometimes
goes up to 931 degrees celsius. The brew boiler in the unit won't heat at
all although the steam boiler works just fine. I've been in contact with
the dealer trying to figure things out. I even created a Youtube video for
him to look at. Once he saw it, he asked me if the unit was plugged into a
ground fault interrupt (GFI) plug. I told him it was. He told me that he
had experienced other issues where an Expobar was plugged into a GFI and it
caused the PID to malfunction, sometimes with permanent damage. He says
this can be due to 'dirty power' coming from the GFI

This may make sense as I unplugged the unit from a non-GFI plug and
replugged it back into a GFI plug. He also had me remove the sensor from
the brew boiler which I did. It had some mild scale on it which I wiped off
with a rag. I tried again, this time on a non-GFI plug and it still did not
work.

It would seem the problem is either the sensor or the PID. I'm still in
discussions with him to determine which is the best plan of action.
