The gasket must be around the screen before installation. Look at the gasket and you will see that one side has a beveled edge on the inner diameter. That beveled edge sits against the flare of your screen sides. So, with the screen facing in its correct orientation, the beveled edge of the gasket should be up (towards the top of the machine). At that point you can push the whole assembly up into the group, and then use the porta filter to seat that the rest of the way. It may take a couple of pushes on the gasket with something blunt to get it in far enough the let the PF ears grab the group to seat it. To that end, take the basket out of the PF at first to get your first "push" on the gasket, then the add the basket back for the second/final "push".
You described the gasket being loose in the group without the screen; that would be normal because the screen fits between the gasket and the group and acts a a sort of shim.
