I was having steaming problems with my BII a few months back and it ended up being the controller. When I would steam the vibe pump never came on but when I would shut the machine down and power it up several hours later the pump would run for a while before it stopped. I was having overtemp issues as well. Replacing the controller fixed my steam issues and a couple of days later I switched to the pid and I have to say it's a whole different machine now. It could be the controller is causing a problem or the solenoid under the tank is having issues or none of the above. If the controller has never been replaced you might want to look at that. I think the control board is 72.00 from WLL. The part number is ex-60100210. Good luck!
