Thanks for the suggestions..

I think the solenoid makes the most sense to me, because I have moved the water 
sensor up and down to no effect, and I know I have had issues with the solenoid 
in the past.  
Basically it froze in one position, so I disassembled it and polished the metal 
slider inside the valve and reassembled it.  That was a few years ago, so it 
would not surprise me if that DIY fix did not last.

Anybody know what the solenoid assembly is called if I call WLL and try to get 
a new one?

I guess I was never sure what its function was exactly…
