Are you adjusting the pressurestat with the thumb wheel? Sure the wiring is correct?

Why is the heating element in the steam boiler not shutting off? Having already had a problem last year with scale causing the refill valve to stick, I'm wondering if I have another malfunction due to hard water scale.
