I’ve never worked on a rotary pump machine but… there’s a few things to look at and they are mostly simple.
1) pstat controls steam boiler pressure. It cuts power to steam heat element when steam pressure reaches set point. So… ignore pstat. 2) is your machine plumbed or does it have a reservoir? Reservoir machines have two hoses to reservoir. One sucks water to pump, the other returns bypassed water back to reservoir. There’s a pressure bypass downstream from pump that can stop working and send too much water back to reservoir and brew pressure will drop. I’m not sure how pressure bypass works on a plumbed rotary machine. 3) the lever you lift to turn on pump also turns a cam that manipulates some springs and plungers inside the tube behind the brew head. The plungers have rubber tips that harden over time. When one of the plungers can’t seal then water will bypass into the drip tray. Do you see water sneaking into drip tray? 4) blocked water feed to pump? Kinked hose or clogged intake will drop brew pressure. Also the boilers output can get blocked by minerals.
