I've got a VCR that does that automatically. It marks the half-second 
or so of blackness that comes just before and after commericals. But
sometimes it gets fooled by really dim scenes and goes by them too. Law
and Order used to be a pain because of all their fades to black, but they
changed the format and it's not a problem now.
