Nope.  It's about family planning and birth control.

Instead of the forced sterilization or forced implantation of IUDs after
the birth of one child, there's at least one area where the tactic is to
make sure the women are educated about birth control, and to give them
options.  Another thing they're experimenting with is allowing a second
child if a couple waits at least 5 years after the first child; the area
where this experiment is being conducted had a sligtly *lower* birthrate
than the average for China as a whole.

I could go back and *get* the article and probably do a better job than
that.  I read it last night after getting Ronn's post regarding it, so it
was kinda late for me, and I may be spacing something else in there.

can try to dig it out for you.  We have a subscription.  I tend not to
read it much unless I'm having lunch with Dan in the dining room and he's 
reading some of it, OR someone points out some article or column or
something and lets me know I should probably read it.)
