I'd give him the benefit of the doubt and assume he means that there is
duality to their citizenship.  If a person's parents are Scots and her place
of birth is Scotland, that person _is_ Scottish, n'est pas?  She might be
American by citizenship too, but that doesn't make her any less Scottish.  I
think.

In any case I'm just about certain that he didn't intend to imply that
immigrants aren't real Americans (so long as that's what they want to be).
