Well, there are laws that limit the activities that your allowed to 
engage in while under the influence of alcohol.  You are not allowed 
to drive any vehicule while drunk.  Drunkenness is even a reason for 
arrest.  Since the laws forbidding driving wgile drunk were passed and 
have actually started to be enforced, the number of accidents has 
dramatically dropped.  It is now a matter of how far we need to go, 
diminishing the rights of all to make sure that the few don't transgress 
the laws.  In all cases, wether it be alcohol, drugs or firearms, it is 
a matter of balancing individual freedom against the good of the population.
