To the outside world, it is more the principle of abandoning the ABM treaty than
any concern over the building of the defence network. It's not that they don't
understand your desire for a defence system, they just don't like the idea of
throwing away treaties designed to prevent Armageddon.
(In Australia our biggest concern with the new proposals is that defence spending
will be directed at protecting North America at the expense of existing strategic
forces which are a big component of the ANZUS defence pact - an understandable
position for a North American country, but not good news for us... The same
concerns may well apply to European NATO members)
