Well, that would depend upon what their powers are.
Precognition: Clean up in casinos, stock markets, etc. Precogs could fix
mistakes before they're made, so they'd be great leaders.
Telepathy: Reading the thoughts of others provides for an enormous
advantage in any competitive situation. They could blackmail anybody. And
they'd also know if someone was going to betray them.
Empathy: Same as telepaths, but fuzzier, since they'd only be able to read
emotions.
Telekinesis: Well, they could move things around with the power of their
minds -- how cool is that? Massively powerful telekinetics could use their
abilities for both destructive and constructive purposes. Even weak
telekinetics would be dangerous (How much force does it take to shut off
the blood supply to the brain?) if they could use their powers with
precision.
There's no end to the different Psions you could create if you wanted to
move away from the more "traditional" cliches: Pyrokinetics, Ectoplasmic
generators, luck attractors, lint removers, etc, etc, ad infintium. :)
But if you want a specific scenario: maybe the precogs came up with a plan
to blackmail the most powerful (nonPsion) people in the world, and the
telepaths carried it out, with the other abilities acting in support roles
(as muscle, for instance). After a generation or so of that, they took
over the whole show.
Or whatever. :)
