Some more details:
The psions have a full range of psi powers -- telepathy, mind control, telekinesis,
precog, mind link, mental illusions, etc. -- though not all psions have the _same_
powers or to the same degree.
I'm thinking a group of up to 200 or so psions at the time of the takeover, with
intense efforts to find and recruit more (and kill those who refuse) once they are in
power. If you're a psion, you are either part of the world government or a fugitive.
Or dead. They _don't_ want competition.
