Hmm. Why do they have to have created a repressive government off the bat?
If some of them are able to engage in subtle mind control (planting
suggestions, subtle influences at critical junctures, etc), the legislatures
are easy to swing. Keep employment high and entertainment cheap. Make sure
that the ones you need to keep order (police, military, business, etc) know
that life is much better with you than against you. If the psions are able
to step in at the right time to avert a disaster (precog is good, is it
not?), they'll be welcomed as saviors. Use of mind control, again, can make
sure that their opponents nullify themselves in humiliating fashion - Is Joe
