If you've got that range of powers, you don't take over at all.  Or at least
not overtley.  It's not the President who is a psion; it's the career
staffer who happens to have an office nearby.  Or one of the secret service
agents, maybe.  Someone who is always around but is "face-less".    A little
nudge here and there and you get what you want without actually having to
tip your hand.  You don't have enough numbers to take over an entire country
like the US and hold it.  Sure, you can control the armed forces through one
or two well-placed generals for a while but eventually the common soldier
realizes that what you doing is wrong and starts saying "no".
