My guess is that, since a warship is considered soverign national territory
and since the attack was on that ship, that the US could claim soverign
rights to prosecute attacks on that ship. But, the claim is not a unique
ability of the United States, other countries could prosecute attacks on
their ships too.
Maybe someone more familiar with international law could add to this?
