Hm, no, they seem to be making their own ugly growing pains... seriously, 
the premature introduction of fully developed technologies onto the heads 
of unprepared civilizations seems to be causing just as many problems as 
the slow, miserable sort of stuff the civilizations that created them had 
to go through to get there. If not more. Thus, the famed Trekian "no 
interferance" principle and all those long, long hours of bitter (and 
sickeningly condescending) debate about what tech it is "appropriate" for 
developing countries to have. (On a side note, why is it OK for the US to 
be armed to the teeth with nuclear missiles, but Horror Upon Horror for 
anybody else to have one? Honest, I wanna know. What makes us so much 
more responsible?)
