There is somewhat of a running joke I heard about that.

"In this country where you need certificates and/or diplomas for almost
anything you wanne do, the only thing every idiot can do without it, is have
and raise kids." ;o)

This reminds me of a short story. 'Piecework' by Brin.... wauw. And for once I
managed to get a thread on topic. Whoohoo. :o)
