I watched the popular vote in California for 10 days after the election.
Gore had the margin in that vote too.  IIRC, the figures you cite were
guesses by Republicans before that vote was counted.
Speaking of write in ballots, the NY Times pointed out that the Republicans
succeeded in rejecting Democratic write in ballots at a far higher rate than
Republicans ballots were rejected.  For example, military ballots with no
witnesses and a late postmark were accepted, while non-military ballots were
not.

This strategy was coordianted from the Secretary of State's office. What a
coincidence.
