: that the United States might have to spend the Social
: Security and Medicare surpluses on domestic programs,
: rather than using that money for debt reduction.
I've been reading Bob Woodward's book The Agenda, which is about the first
two years of the Clinton presidency. He fought hard to get a debt ruduction
budget in place, and a bare majority of Democrats in Congress supported it.
So why has the situation changed?
