If this is what Bob Woodward wrote, and I hesitate to believe that he
would write anything so silly, then this is simply shoddy journalism
on his part.
Bill Clinton's own numbers regarding the budget he put in place
projected budget deficits of >$200bil indefinitely into the future.
Additionally, during this same time period Bill Clinton was
advocating nationalization of the health care industry. It is
impossible to believe that Bill Clinton was seriously contemplating
debt reducation simultaneously with the implementation of this
massive spending plan.
