I don't know much about the IRA, but I do know some, and attacking
Americans is about the last thing they'd do.  An awful lot of money for
the IRA has come from American pockets, they historically have good ties
to enough Americans that this would hurt them more than anything else I
can think of.

Now, someone might have borrowed those methods, but I'd put the IRA near
the bottom of the list as far as supsect groups go.
