If it made that promise, it did it since the fall of the USSR. The only way
that the US was able to protect the Neatherlands was that it told the USSR
that an attack on the Netherlands was the same as an attack on the US, and
that we would use every weapon at our disposal to defend your country.
Bottom line, the US put New York, Chicago, Washington, LA, etc. on the line
to defend your country. IIRC, I heard that the chances of a conventional
defense suceeding was often no better than 50-50.
