I'm guessing here, but it seems to me that the problem with Reagan is that if a
plane bound for Reagan were hijacked (even it was done mid-flight between
take-off and DC, it could continue right into the heart of DC and be over its
target before any variation in flight path was required. If you're inbound to
Dulles and head for the White House, it's going to show up on radar, but if
you're inbound to Reagan you're only seconds from the White House, Capitol etc.
