Ah, now I understand. You can be violent and get away with it, as long as
you make sure that you are just a whee bit less violent than your enemy. (Or
at least, make others think you are a whee bit less violent.)

IOW, if I kick you in the stomach, and you respond by shooting me in my
stomach, I can get away with it because your violence was more severe than
mine.

Good news for countries that dislike their neighbours, then. If they are not
too violent, they can invade their neighbours without suffering any
sanctions from the rest of the world.

Canada, I think this is all you need to finally invade the US and get away
with it...
