I think you can, at least to some extent. It is mostly the US that insists
that sanctions against Iraq be kept in place. The US has offered food, but
demands that in return it will be given access to Iraqi military
installations. Iraq refused to allow access, and the US subsequently decided
not to give food.

IOW, the US does not get what it wants from the Iraqi government, and
punishes the Iraqi citizens for it.
