Why is it not safe to carry a driver's license, other than the chance that
someone might steal it?

How many people in your country (the US, I think) have a driver's license,
and how many of those licenses get stolen every year? How many of those
stolen licenses were stolen because someone specifically wanted that
license, and how many of them were lost simply because someone stole your
wallet for the money, and the license just happened to be in that wallet?
