I'm no nuclear expert, but it seems to me that the most likely terrorist attack is a radiological bomb, not a nuclear bomb. You grind up the plutonium, pack it with high explosives, and set it off. No high technology needed, not even a machine shop. The explosives spread the plutonium/uranium dust leaving a huge contaminated area that will be almost impossible to clean up. And given our phobic fear of radiation, the attack site will have to be abandoned for years or decades.
